Paths to Healthy Home Ownership for Low-Income and Minority Households
The Hispanic Economic Development Corporation (HEDC), in collaboration with the Sacred Heart Neightborhood Association and Westside community stakeholders, is developing nine sustainable, multi-generational townhomes to support affordable homeownership. With a focus on Long-term community sustainability and wealth transfer, this project has secured a 10-year tax abatement (transferable to the new owners) and is shovel-ready for construction in September 2024.
Key Project Highlights
- Afforadable Homeownership: Homes will be priced to ensure afforadabilty for low to moderate-income (LMI) families, with mortgage costs near 25% of household income,.
- Multi-generational & Accessible Design: Buyers can choose between a 2-Bedroom, 2-Bath unit with a garage or a 3-Bedroom, 3-Bath zero-barrier unity with an accessible first floor layout.
- Community Wealth Building: A structured exchange program wil allow exisitng Westside homeowners with homes in need of repair to purchase a new home while HEDC rehabilitates and resells their former property as affordable housing.
- Minority Contractor & Workforce Development: HEDC’s SBA Community Navigator program ensures local minority contractors participate, with access to business loans from the IMPACTO Fund.

A Holistic Approach to Housing & Community
This initiative stems from a 2019 Planning and Sustainable Places (PSP) Transportation-Oriented Development plan, empahsizing the need for homeownership over displacement. By integrating financial planning, on-the-job training, and support for local businesses, HEDC is working to preserve the Westside’s cultural and economic stability.
Through strategic partnerships with the City of Kansas City, Missouri and the Affordable Housing Trust Fund, this project provides a replicable model for neighborhood sustainability – one that ensures the Westside’s Latino and LMI residents can thrive for generations.
